Center Executive Director and Lead Researcher-Law, Cyber SMART Research Center – Georgetown University
is a National Science Foundation (NSF) Industry University Co-operative Research Center (IUCRC) with its Lead-Site at Georgetown University. The Center Executive Director (CED) at the Lead-Site is responsible for managing the operations of the Center, and for the responsibilities of Industry Liaison Officer as required by the NSF for the IUCRC program.
The Center Executive Director (CED) provides day-to-day oversight and cohesiveness necessary for an NSF IUCRC in accordance the Center’s Bylaws and Operating Procedures as approved by the NSF and agreed by Georgetown University and the other University Sites. They also oversee Center policy implementation, including executing planned expansion and integration of new national and international University Site Additions, encouraging cross-Site research collaboration, project funding by more than one industry Member, strong representation of all Sites in Center research activities, professional development, the integral role of the Center’s Industry Liaison Board (IAB) in approving research funding, and the Center’s public outreach program.
As Center Industry Liaison Officer, the CED also coordinates development and implementation of the Center strategy for attracting new industry Members and Affiliates from diverse organizations, large and small, startups, non-profit organizations, government agencies, and other interested non-academic entities; and for retaining existing Members and Affiliates. While primary industry relationships are with the PIs and Co-PIs on the NSF grant Site awards, as Center Industry Liaison Officer, the CED is responsible for communicating the Center’s value, connecting new industry Members and Affiliates with Faculty to foster collaboration, and for building and maintaining existing and new industry relationships.
The CED also serves as the Lead Researcher-Law (LRL) and Co-PI on the NSF grant Site award for Georgetown University. In that capacity, the LRL leads the cyber law research of the Center. The LRL undertakes legal aspects of Member-funded research in the Center; and is expected to apply for grants outside of the Center.
The CED liaises with the Center PI/Director and with Site Directors (e.g., Faculty at each University Site who comprise the Center’s Core Academic Leadership Team (CALT)), the Center’s Academic Leadership Team (ALT) comprised of all the PIs and Co-PIs on the NSF grant Site awards, with staff at each University, and with the Center’s IAB. As LRL, their liaison and research collaboration includes industry Members and Affiliates, other public and private sector organizations, and Faculty in other Universities including the University of Notre Dame, as well as Faculty at Georgetown University.
At Georgetown University, the CED liaises with the NSF grant Lead-Site award PI/Director who is a Faculty member in the Department of Computer Science, with the other Co-PIs who are Faculty in the Department of Computer science and the Medical Center, and with Faculty from across the University as needed, to fulfill the Center’s mission to undertake multi-disciplinary cyber research and associated cross-discipline curriculum development. The CED also liaises with the staff of the Office of SVP Research who provide administrative support for the Center, and with the NSF regarding the state of Center operations and preparation of required reports to the NSF and IAB. The LRL liaises with Faculty in many disciplines across the Departments and Schools of the University as part of research collaboration and with the staff of the Office of SVP Research on administration matters related to the research.
The CED reports to the Senior Vice President of Research as part of the latter’s responsibilities in leading Georgetown’s development of innovation alliances and partnerships with industry and universities, to promote research, and oversee multi-disciplinary and multi-institutional research programs.
- PhD (Cyber Law), Master of Business Administration, and Master of Laws.
- Experience as a leading research academic with expertise in cyber law, as a practicing lawyer and in senior management and leadership roles in the public and private sectors, with expertise in strategic planning, marketing, quality control, and customer service initiatives and programs.
