The Chief Financial and Data Analytics Officer (CFDAO) serves as a key member of the executive team and provides leadership and oversight to the finance, rate design, and data analytics functional areas of Central Coast Community Energy (CCCE). The position plans, directs, and manages the activities and operations of the Finance and Data Analytics Departments, coordinates assigned activities with other CCCE departments and outside agencies.

This position is located in Monterey, California with an in-office schedule during normal business hours.

Example of Duties


  • Develop and implement objectives, strategies, policies, procedures, work standards, and internal controls to achieve goals.
  • Recommend, develop, and support the implementation of new business initiatives and opportunities for the organization to achieve its objectives.
  • Direct and analyze studies of general economic, business, and financial conditions and their impact on the organization’s policies and operations.


  • Responsible for the development of CCCE’s budget, including revenue forecasting, departmental budget reviews, and budget recommendations to the CEO.
  • Oversee the preparation and verification of financial documents and reports, including coordination with external auditors.
  • Manage accounting service provider, treasury function, credit rating maintenance, financial planning, and analysis, payroll, and insurance.
  • Manage the billing operations of data management service providers and investors-owned utilities.
  • Oversees CCCE’s centralized non-power supply purchasing function.

Rates and Forecasting

  • Oversee cost of service and rate studies.
  • Oversee the development of customer rates.
  • Develop long-term retail load forecast and reporting.

Data Analytics

  • Develop and execute the overall data analytics strategy for CCCE.
  • Oversee the design, implementation, and maintenance of CCCE data analytics platform.
  • Work with internal teams to develop technologies and insight driven tools for business needs.

Typical Qualifications

Any combination of education and experience that would provide the knowledge and abilities listed. A typical way to obtain the require qualifications would be:

  • Bachelor’s degree in finance, accounting, engineering, data science, business administration or related field.
  • A combined minimum ten (10) years of progressively responsible work experience in finance AND data science/analytics.
  • A minimum of five (5) years in a management role.

Preferred Qualifications

  • A minimum of five (5) years of experience in electric utility and clean energy.
  • Master’s degree.

Knowledge, Skills, and Abilities

Knowledge of:

  • Financial management and budgeting principles and practices of public utilities.
  • Retail rate design, electricity rate markets, utility billing structure and programs operations.
  • Data analytics platform and solutions.
  • Queries and analysis in a relational database environment (MySQL, PostgreSQL, MSSQL, Oracle) and spreadsheet base tools.
  • Programing language sch as Python, PHP, Ruby and statistical programing language (R, SAS, SPS, etc.).
  • Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB).
  • Public agency investing, governmental and enterprise fund accounting, cost accounting and budgeting.
  • Budget, cash management, payroll, federal grants, fund accounting and treasury.
  • Investment policies and procedures.
  • Strategic planning and execution.
  • Contracting and negotiating.
  • Principals of data science and analytics.

Ability to:

  • Utilize technical acumen and in-depth understanding of business processes and practices to influence the creation and execution of operational and strategic plans.
  • Conduct research, analyze data, and evaluate issues and programs to analyze the impact of alternative policies and procedures on administrative and operational problems encountered.
  • Plan, direct, and coordinate the goals and workplans of the Data Science and Information Technology team.
  • Prepare clear and comprehensive correspondence, reports, presentations, proposals, and carry out independent research and fact-finding assignments.
  • Determine, develop, and implement objectives, strategies, policies, procedures, work standards, and internal controls to achieve goals.
  • Effectively represent CCCE before the Operations and Policy Boards, Community Advisory Council, city councils, and other local, regional, state, and federal agencies, as well as in public meetings with local citizens.
  • Deal tactfully and maintain effective working and diplomatic relations with various levels of staff, the public, civic organizations, and representatives from governmental, industry, media, and other agencies.
  • Demonstrate sensitivity to and respect for the rights of individuals and differences in people’s ethnic and cultural heritage, attitudes, beliefs, goals, and interests.
  • Promote teamwork, a positive work environment, and collaborative problem solving.
  • Work effectively under stressful situations involving tight deadlines as well as confrontation and conflict.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
