Job description: General Description of Duties
Initial salary may be up to 15% above the minimum salary based on verified related education, experience, and training above the minimum requirements.
This is responsible, professional and administrative work ensuring the County adheres to the County Real Estate Policy. Work includes coordinating new and renegotiated leases, establishing a time line for the acquisition of right-of-way necessary to construct County projects, ensuring projects are completed on time. Work also includes managing the County’s Real Estate Portfolio.

Supervise other licensed real estate professional staff. Guide daily operations by providing direction and quality oversight to ensure compliance with policies and procedures, and managing deadlines. Oversee the supervision of personnel, which includes work allocation, training, problem resolution, performance evaluation, and the motivation of employees to achieve peak productivity and performance. Conduct annual and mid-point performance evaluations, ensure corrective actions where needed.
Serves as Manager of the County Real Estate Division. Coordinates real estate acquisition procedures between landholder, County Attorney, appraiser, surveyor and requesting departments such as Public Works, Resource Stewardship, Development Support & Environmental Management and the Office of Human Services & Community Partnerships. Administers projects that requires the identification and setting of priorities, development and tracking of complex schedules, budgets, surveys, appraisals, and legal descriptions. Initiates title reports, surveys, appraisals, variances, environmental audits, and other documents necessary to effectively negotiate agreements within the assigned time frames of projects and related activities. Coordinates and manages the acquisition of right-of-way for County projects. Coordinates an manages the sales of County properties received through the statutory escheatment process. Manages the County Real Estate Portfolio. In consultation with the County’s commercial Real Estate Broker, negotiates leasing terms and conditions with the tenants; constructs lease agreements; prepares legal and related documents and correspondence; and finalizes lease agreements. Monitors and takes action regarding leasing activities, including termination dates, rent due dates, renewals, et cetera. Ensures timely and effective communications and that all parties are informed of expectations, responsibilities, leasing and property issues, problems, developments, et cetera. Prepares Annual Real Estate Report.

Positions assigned to this class requires exercising independent judgment when conducting negotiations, and devising terms for the leasing and licensing of real property or space. Work requires initiative to research and accomplish tasks and developing long term strategic plan for the disposition and acquisition of real estate. Work also requires formulating policies and procedures for operating functions.
This position’s duties are generally defined and require significant independent judgment in determining work methods for the accomplishment of desired results. Employee must be autonomous.

Tools and equipment used include, but are not limited to, personal computer, word processing software, spreadsheet software, fax machine, calculator, and vehicle.
WORKENVIRONMENT AND PHYSICAL DEMANDS
Work is primarily performed at a desk. Employee is occasionally exposed to outdoor weather conditions.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of real estate transaction procedures, mortgages and their subordination closings, and mortgage and title insurance. Knowledge of local, state, federal laws and regulations pertaining to public sector and land acquisitions. Knowledge of real estate appraisal process and review. Knowledge of eminent domain laws. Knowledge of principles of real property, negotiation process, legal descriptions and surveys, title research, government real estate acquisition. Knowledge of real estate terminology and basic civil engineering. Knowledge of leasing principles and practices. Knowledge of Board approved leasing procedures and Florida statute leasing requirements. Knowledge of modern principles of organization and management. Thorough knowledge of real estate requirements of the government. Knowledge of deed research. Knowledge of real estate law and terminology. Skill in negotiations, written and oral communications. Ability to establish effective working relationships with tenants, landlords, County Administrator, Administrators, Directors, and other internal and external clients. Ability to communicate effectively, both orally and in writing. Ability to interpret surveys and legal descriptions. Ability to read technical location plans and property descriptions. Ability to prepare, read, proofread, and interpret real property contracts, such as leases, licenses, memorandums, and other legal documents. Ability to read technical documents, property descriptions, and supervise records maintenance. Ability to understand and perform mathematical calculations typical of lease transactions, including the time value of money. Ability to research, read, interpret, and write land descriptions and prepare deeds. Ability to read and interpret survey drawings, engineering drawings and construction plans. Ability to research and interpret property ownership. Ability to effectively supervise and coordinate the activities of subordinate employees. Ability to be detailed oriented.
Bachelor’s degree in Business or Public Administration, Finance, Real Estate or a related field and five years of related work experience, two years of which must have been in a supervisory capacity; or an equivalent combination of training and experience.
Necessary Special Requirements:
Must be licensed as an active and current Florida Real Estate Agent.
Requires a valid Florida drivers license and a favorable driving record.
